The Jasper Adult Learning Council shall manage its financial affairs in a prudent manner consistent with carrying out its objectives.
6.1 Financial Review:
A. The accounts and records of the Jasper Adult Learning Council shall be reviewed at least once (1) per year by two (2) members of the Society other than the Treasurer or by an Accounting Service Provider as determined by the Board.
B. Any member of the Jasper Adult Learning Council may inspect the accounts and records of the Jasper Adult Learning Council at any time given reasonable notice and arranging a time satisfactory to the office or offices having charge of the same.
C. The fiscal year of the Jasper Adult Learning Council shall be from January 01-December 31.
6.2 Depository of Funds:
- The Executive Director or a paid employee of the Jasper Adult Learning Council shall deposit funds. The Executive Director shall keep all financial records posted and up to date.
B. Records of deposits are to be kept on file.
6.3 Authorized Signatures:
- All financial transactions require two signatures including at least one of an Executive Board member.
- The four authorized signatures are those of: Executive Director, Chairperson, Vice Chairperson and Secretary/Treasurer.
6.4 Accounting System:
- The Town of Jasper will provide financial services including accounting and payroll support to the Jasper Adult Learning Council.
- Borrowing Powers:
A. The Jasper Adult Learning Council may borrow, raise or secure the payment of money in such a manner as it thinks fit.
B. Authority to borrow or secure money shall be approved by special resolution.
